Keep reCAPTCHA on the form — it is already configured on the site. Route submissions to ssw.aedi.center@umich.edu and export them to a mailing list we can use later. Also carry the 13 existing Take Action supporters over into this list.

Add a second, plain-text version of the same signup prompt at the bottom of the Home page and the About page, above the footer, so people who scroll can find it without going back to the nav.
